The short answer
Yes. Markitech sends Conversions API test events that Meta shows in Test Events without counting them, checks that your pixel and server events share an event_id, and builds server-side Conversions API tags in Tag Manager.
In more detail
Meta recommends running the pixel and the Conversions API together. That only works if both send the same event name and event_id for each conversion, so Meta can count it once.
Match quality depends on the customer parameters you send, such as hashed email and phone, external ID and the fbp and fbc cookies. Markitech checks which ones your tags send.
Changes to tracking are made through Tag Manager with your approval. In Meta itself, Markitech can pause or activate campaigns, also with your approval.
If your Conversions API events come from a platform integration rather than Tag Manager, Markitech can still send test events and check what the pixel sends, then recommend whether to keep the integration or move it into a server-side container.

Every change, approved by you
Markitech proposes each write action in chat, such as a budget change, a paused campaign or a Tag Manager publish, and holds it until you approve it. Reporting and lookups run without approval, so you can ask as many questions as you need.
